what's the new deal w/ VIP spinner choices?

Ummm... anybody know what's up with the spinner games having three "levels" of choices now? today my free spin for $2.80 brought up 3 games for each level of gold, platinum, and diamond (for a choice between 9 games of which to apply it towards I guess, but I'm not at all clear on what point the designation of which level is serves...)

Is this just a way to open more choices for the diamond levels by adding those below, also sercving as advertising for the upper level vip status where the gold players can see the available others but can only choose from the ones at gold level?
