I think that both approaches are bad for business, but im not sure they are necessarily illegal. For instance, if WW can prove that it has a sufficient anti-cheating system where only .01% of all players have been suspended for cheating (but at the same time they can suspect there are more in the community) then it wouldnt be illegal bc they are showing that they are actively preventing cheating. At the same time, we know that they are skirting by doing a minimum effort in preventing the cheating.
The other scenario of keeping them around would be illegal, if they have knowledge of the cheaters. However, is the knowledge concrete or would it be speculation? Do they hold onto proof of cheaters or do they have suspicions and just let them go?
Very tricky.
But, again, this is all theoretical, I have no knowledge of what WW actually does do, monitor, for cheating... although I'd like too
